Given the uncertainties surrounding the post-2012 international framework, the European Commission has proposed potentially severe restrictions on access to international offsets in the EU ETS as from 2013, in particular in the absence of an acceptable outcome to the current round of international climate change negotiations. This session will examine the reasons that led to the formulation of the EU ETS provisions on access to CDM credits, the course of the concluding stages of the EU policy package that includes the post-2012 phase of the EU-ETS, and the possible implications for the development of the CDM market. Parties to the international Climate Change negotiations have started to look at the elements that need immediate action and those that should be for the post-2012 era, during their recent meetings in Bonn and Accra. Furthermore, the Canadian Federal government is advancing on its Made in Canada programme, and state level trading initiatives are aiming at linking up with initiatives in the US.
