The EU ETS and its impact on CDM
The EU ETS has been the driving force behind the exponential growth of the CDM over the past four years. Given the uncertainties surrounding the post-2012 international framework, the European Commission has proposed potentially severe restrictions on access to international offsets in the EU ETS as from 2013, in particular in the absence of an acceptable outcome to the current round of international climate change negotiations. This session will examine the reasons that led to the formulation of the EU ETS provisions on access to CDM credits, the course of the concluding stages of the EU policy package that includes the post-2012 phase of the EU-ETS, and the possible implications for the development of the CDM market.

Enhancing CDM through short and long term reforms
With the CDM now fully up and running and rapidlyincreasing in size, there is an immediate need to look at the performance of the CDM machinery as well as the need to assess how the CDM would operate within a future framework post-2012. Parties to the international Climate Change negotiations have started to look at the elements that need immediate action and those that should be for the post-2012 era, during their recent meetings in Bonn and Accra. This session will look at the outcome of these negotiations, the prospects for future meetings, and the impact theymay have on the operations of the CDM in the short and long term.

North American GHG Market - Emerging window of opportunity for the Asia Pacific region?
Both US Presidential candidates have indicated their intention to set up a cap-and-trade system once they come to power. Regardless of this, at Federal and State level different initiatives are being developed towards a cap-and-trade system for sectors within the US in which international offsets can play a role. Furthermore, the Canadian Federal government is advancing on its Made in Canada programme, and state level trading initiatives are aiming at linking up with initiatives in the US. Japan: implementing its GHG targets
The Japanese market has had an important voluntary emissions reduction programme for a number of years. Accelerating Energy Efficiency in Asia
Energy Efficiency is widely considered to be a very significant contributor to reducing overall emissions, and projects based on energy efficiency improvements, during a time of rising energy costs, ought to be the easiest to devise and finance. However to date, the number of projects built on energy efficiency activities has been remarkably limited.
